A lawsuit claimed officers beat to death Yakov Ostrovsky after he led police on a chase from the Fort McHenry Tunnel to Baltimore-Washington International Airport. The Anne Arundel County state's attorney's office reviewed the case because Ostrovsky died at BWI, but concluded "no criminal charges were warranted or appropriate."
