Officers responding to an assault call found Parker already restrained and subdued by his brother. Officers arrested Parker, put him in their patrol other and took him to Ben Taub General Hospital to be treated for injuries his brother caused. When Parker stepped out of the patrol other at Ben Taub, his condition became worse. He was pronounced dead there.
