Deadly force
Fisher had received an "safety equipment repair order" for his other and came to the state police barracks to have it approved. The duty officer met him in the parking lot--then called for help. Two more troopers found the duty officer lying with injuries consistent with being run down, and Fisher in his car, yards away, fatally shot.
