Police responding to a report of man acting strangely encountered Werner Anderson. Anderson refused to go to detox or the hospital and was dropped off at a homeless shelter. The shelter called police minutes later because Anderson had assaulted other people at the shelter. This time police called an ambulance to take Anderson to the hospital. Anderson resisted, and one officer held him down in the back of the ambulance with Anderson in the prone position and the officer's knee in Anderson's back while another officer held down his legs. Then a paramedic injected Anderson with the sedative ketamine. Anderson died immediately after the injection.
