Deadly force

Officers responded to a 911 call regarding an agitated suicidal man at 12:30 p.m. Walter Kellogg, who has a history of mental illness, threatened to harm himself with a knife, began cutting himself, and turned the knife toward the officer, who shot and killed him, police said. Family alleged excessive force by officer, and the case went to a grand jury.
