After Hurricane Rita dissipated on Sept. 26, Port Arthur Police Department re-entered its city, heavily armed, to manage the influx of people returning to their homes. Around 9:30 p.m. on Oct. 13, Jones appeared, naked, in a parking lot. A complaint was made. Officers responded. According to an unnamed witness quoted by The Texas Observer, Jones was tasered without warning several times. Officers called an ambulance thirty minutes later. Jones died.
