Deadly force

Surveillance on a reputed drug house drew attention to the stolen station wagon driven by Lively. As police followed, the other drove away, but not far, the occupants throwing baggies out the windows and then getting hung up on a fence. The passenger followed police instructions but Lively did not, instead attempting to reverse. The officer saw that as threatening and Lively, unarmed, was shot to death.
