Deputies making narcotics arrests near a drug house stopped Neal in his pickup, ordering him to put up his hands. He initially complied but then put his hands down and shook his head, no. According to the deputy, who was standing directly in front of the pickup, the other lurched forward, and the deputy fatally shot the unarmed Neal in the chest. No drugs were found in the car or on his person.
