Officers responding to a hang-up 911 call saw Houston at Willowchase Apartments, where he had trespassed before. The officers tried to arrest Houston. He broke away. One of the officers shot him twice with a stun gun. According to Calvinette Houston, officers took 20 minutes to call paramedics, who had a 15-minute response time. Terrell died. The Texas Ranger Division investigated.
