Less-than-lethal force
Hayes, bipolar, sat on a hotel sofa, banging a coffee table with his fists and yelling. Officers who responded to the disturbance called EMS, then tried to put Hayes into protective custody. Hayes resisted. Officers tasered him repeatedly. Hayes continued to resist until he was put into an ambulance, later dying of cardiac arrest.
