Less-than-lethal force

Officers responded when a homeless shelter reported Hankins was acting violently against staff and other residents. When two Concord officers arrived, they found Hankins in a restroom, exhibiting signs of drug intoxication. Hankins reportedly became uncooperative when officers attempted to talk to him and seek medical attention. Hankins fought with the officers. Two additional officers and a deputy then engaged. Hankins continued to resist, lifting the officers who were attempting to place him in handcuffs. Officers then noticed that Hankins was dead. Prosecutors said Concord Officers Sam Staten, David Savage, David Greenfield and Raul Alvarado, and Contra Costa Deputy Casey Shields acted lawfully.
