Less-than-lethal force
A police officer and a firefighter mistakenly thought Stephen Dinnan, 35, had stolen the firefighter's truck. The firefighter reportedly put Dinnan in a chokehold and then helped the police officer restrain Dinnan in the prone position on the ground. Dinnan became unresponsive and died in the hospital the next day. The coroner found Dinnan died of a neck injury and chest compression from being restrained. His wife and two children were awarded $1 million in a wrongful death suit.
