Officers report they were randomly searching for stolen cars and spotted Ramirez with a woman inside a stolen other. The two ran. Police state Ramirez had a gun and crossed into a freeway. When he allegedly pointed the gun at traffic and at police, Detective Sgt. Tony Foreman and Officer Samuel Pagel shot him.
