A California Highway Patrol review found the deputy "grossly negligent" who sped at 86 MPH, with no lights or siren, into a Palmdale intersection and collided with a Ford Explorer, throwing the two occupants out of the other. Dead were Sarah Paynter and her boyfriend Robert Delgadillo. Charges may yet be filed.
