Santiago Cisneros confronted two North Precinct police officers who were reportedly taking a break atop a garage at Northeast Lloyd Boulevard and Seventh Avenue. Cisneros allegedly fired at the officers with a shotgun. They took cover and returned fire, killing Cisneros.
