Local police approached Evans and two others for breaking the open-container law on the street about 1:30 in the morning. Witness accounts vary from police accounts but all agree that Evans was cuffed, unarmed, beaten to the ground, and died of a broken neck. One of the involved officers resigned from the force the next day.
