​Saleh Muammar was a dedicated Palestinian paramedic and volunteer with the Palestinian Red Crescent Society (PRCS) in Rafah, Gaza Strip. His commitment to humanitarian work was evident through his active involvement in emergency medical services, particularly during times of conflict.
In July 2014, during a period of intense hostilities, Saleh participated in rescue operations following air raids in Rafah. He recounted responding to an attack on the Ghannam family home, where he and his team searched for survivors amidst the rubble. Despite the dangers, including nearby missile strikes, Saleh emphasized the importance of saving innocent lives, especially children.

Reports indicate that some victims were found with their hands tied, suggesting possible executions. ​
Saleh's mother mourned his loss, noting that he was the fourth son she has lost due to the conflict. ​
