Less-than-lethal force
Roy Scott, who suffered from paranoid schizophrenia, called 911 about 3:10 a.m. to report three suspicious men outside his apartment, but no men were found, police said. Police handcuffed Scott then placed him in the prone position on the sidewalk, holding him down by placing a knee in his back. After eight minutes, Scott became unresponsive. EMTs were unable to revive him. The officers were cleared of criminal wrongdoing. Scott's family is suing the department for wrongful death.
