Roger Owensby, Jr. Owensby, 29, died after a foot chase and struggle with police at a Roselawn gas station.The death certificate sited cause of death: homicide, caused by asphyxiation. He had been handcuffed, maced & died in a police cruiser. U.S. District Judge found officers failed to provide Owensby with medical treatment. There was a $6.5 million settlement to his estate.
