Police reported Officer Ricardo Duenas had lights and sirens on when he struck and critically injured Welsh, who allegedly rode into his path then hit a car after he swerved to avoid the bicyclist. The motorist, Bryant Shull, whose car was hit by the officer says the police recounting differs from his recollection of the events that occured. The investigation into the crash is ongoing.
