Musser fired on a tree-trimming crew and then police before barricading himself in his home. He was killed himself after a daylong standoff. It's uncertain as to whose bullet killed him, but Officers Jason Penman, Robert Wurst, Matthew Barth, Daniel Henegar, Seth McMillan, and Sgt. Steve Childers were absolved of responsibility.
