Robert D. Tanchuk, 33, was riding on an unregistered Kawasaki off-road motorcycle in New Castle, police said. When troopers attempted to pull Tanchuk over, he fled, and troopers lost sight of him. A short time later, Tanchuk hit a parked car and was killed by the impact.
