Robert A. Neill Jr. said that he had been harassed by his neighbors. Officers arrived at his home and found him to be combative and aggressive. Officers used a Taser on him twice and sprayed him with Mace. Neill died on the way to the hospital. Tyson Woods, a Mount Joy police officer who was fired after a 2010 Taser incident that ended in the man's death, was fired then reinstated.
