Deputy Rick Irigoyen and Jessie Dominguez conducted a traffic stop on Pando for reckless driving and called EMS. Chief Deputy Thomas Perkins and Sergeant Tulon Murphy responded. Pando, sweating and jittery, tried to crawl into traffic and began shouting about a gun. Officers grabbed Pando and restrained him with two sets of handcuffs. Pando said he couldn't breathe. EMS responded. Texas Ranger Robert Losoya was contacted. Pando died some time later of an unspecified cause.
