Officers were responding to a sideshow were standing around doing paperwork and waiting for tow trucks before the incident occurred. The officers scattered when Richard Perkins pulled what appeared to be a black pistol from his waistband. No communication was made with Perkins before the officers fatally shot him. He was armed with a pellet gun.
