Around 11 a.m., police were called for reports of shots fired and a subject with a gun outside of the Desert Sky Mall. He had reportedly tried to carjack two vehicles, shooting the occupants. Police shot and killed Richard L. Ruiz as he tried to escape by foot just following a short other chase.
