McKenzie took a bag from the back of other and rode away on a bicycle. A neighbor of the other-owner told Officer D. Rivera about the incident. He pursued McKenzie to another residence, where McKenzie threw a jacket at the officer and attacked him with a pair of scissors in each hand. The officer fatally shot him.
