Deadly force
Family members called 911 for Richard DeSantis who was in a psychiatric crisis. He reportedly was mentally unable to process police instructions. He was shot with rubber bullets, and when he didn't respond fast enough, Sgt. Richard Celli and officers Travis Menke and Patricia Mann shot and killed the unarmed man. In 2012, the family won a wrongful-death lawsuit against the city.
