Officers were parked in the area of East 63rd Street waiting for another group of detectives to join them while they reportedly conducted an investigation for a gang. Around 10 p.m., police said a man carrying a semi-automatic rifle walked up toward the front of the other and struck the front of the other with the butt of that rifle, and then pointed it at the officers. Officers got out of the other and shot and killed Justin Reed.
