Repeatedly dropping from the second floor of a local motel to the pavement below, officers caught up to Allen in the parking lot of the adjacent restaurant. Although frequently arrested before, Allen was unarmed and unthreatening and apparently committing no crime. He ended up hogtied and tasered, and he died in the hospital two days later.
