Less-than-lethal force

Witmer used a stolen truck to ram a deputy's other, twice, during a police pursuit. Witmer was shot during the incident and continued to flee until crashing into a utility pole. He died of his injuries two days later--a combination of crash injuries, gunshot wounds, and cardiac arrest.
