Rashad Hopes was a passenger in a car that fled the scene of an accident then crashed. Police allege Hopes exited the car carrying a handgun and walked to a nearby gas station. Two officers cornered Hopes, who pointed his gun at one of the officers. Both officers open fired, killing Hopes. Hopes' gun had six empty shells in it that were expired before his encounter with police. Hopes had a BAC four times the legal limit for driving.
