Deadly force

Following a car chase in the early morning hours, Harvey is alleged to have exited his car with a knife in hand and advanced on Richard Lee Lowe. Harvey was shot in the head and died a short time later. Lowe planted a second knife at the scene when he could not find the first one and was fired shortly after the incident, but the killing was found justified.
