Hoffman was pressed into service as a police "informant" (actually as an undercover agent) to avoid prosecution for drug charges. Without training or experience Hoffman was armed with a handgun and instructed to make a $13K drug buy. In the best case she would have been in mortal danger during the buy-bust operation. In fact she was murdered by the targets. The state legislature passed a law forbidding future such operations; her family filed a wrongful death suit and were awarded $2.4M.
