Police received a 911 call about a man who was possibly armed with a handgun and acting erratically. The caller said the man might have been under the influence of drugs due to his behavior. When police arrived, the man saw them and began running through the neighborhood. Police said he ran through several yards and then broke into an occupied home. Police said he came out with a handgun which he pointed at an officer. Phayvanh Inthavong was then shot and killed.
