Deadly force

Two officers say that after a "proactive stop" of Westbrook, they determined he had warrants. He ran and they chased him into an alley, where he stopped running and allegedly pulled a knife. Westbrook made a threatening move advancing toward one of the officers, who fatally shot Westbrook. Westbrook had meth in his system and had recently told relatives he wanted to "commit suicide by police."
