Venegas evaded deputies in a stolen other. He later abandoned the other and jumped into Sims Bayou. Deputies waited on both shores to arrest Venegas. He drowned 40 feet from the eastern shore, where the water was 20 feet deep. Precinct Three, HPD Homicide Division and the Civil Rights Division of the Harris County DAs Office investigated.
