Dazed, incoherent and combative was Brown's mental state, according to police, after a one-car SUV accident. To subdue him deputies hog-tied him and strapped him to a stretcher face down. The medical examiner ruled his death was due to positional asphyxiation. The county settled a wrongful death suit for $1.85M after 13 years of legal maneuvering.
