A Minneapolis teenager not old enough to have a driver's license died behind the wheel of a stolen car while fleeing St. Paul police. Ntxuam Vang, 15, who police think stole the car in Shoreview earlier in the day, crashed into a tree at Grand Ave. and Oxford St. while making a left turn, according to police.
