Around 7 p.m., officers responded to reports that Vera was walking down a block, knocking on doors and trying to enter houses. When officers approached Vera, he lunged at them. They subdued and handcuffed Vera. He began to convulse. Officers uncuffed Vera and attempted CPR. He died.
