About 6 a.m., a U.S. Border Patrol agent apprehended four migrants near the Rio Grande River. The agent handcuffed the four migrants to each other using three pairs of handcuffs. A female migrant managed to slip her hand from the handcuff as the agent assisted the migrants through a barbed wire fence en route to a Border Patrol unit. She then ran towards the Rio Grande approximately 50 feet and then fell from a 20-foot cliff in the darkness, killing her.
