Less-than-lethal force
Charlotte Jacobs called 911 to report that her son, Michael, was behaving aggressively and refused to take his medication for schizophrenia and bipolar disorder. Officers responded. Michael, unarmed, refused to go with the officers, and dared them to shoot him with a stun gun. An officer did so, jolting him for 49 seconds, then once again for five seconds. Jacobs died. The City of Fort Worth gave Jacobs' family a $2 million settlement.
