About 8:30 p.m., Michael Elam was shot and killed during an "armed confrontation" after he allegedly got out of a car that crashed during a police pursuit, police said. Lawsuit alleges Elam ran from a crash after the car he was a passenger in was pursued by police. He was unarmed fleeing on foot when police shot him in the back.
