When police encountered Matthew Borner in a stolen car investigation he fled on foot until he was stopped by a wire fence. Borner reached in his pocket and pulled out a black object and approached a pursuing officer saying, "I'm going to shoot you." After Borner refused to disarm, an officer shot him four times, killing him. The black object was a cell phone.
