Officers were dispatched to the 700 block of Whitethorne when police said Collins fled in a dark-colored SUV. After police spotted and followed the other, Collins then fled by foot through the neighborhood. Witnessess said officers gave numerous commands for the suspect to drop his gun before they opened shot and killed him.
