Pedestrian Coppedge crossed a highway on New Year's Eve and was fatally struck by a deputy, driving 10 to 15 MPH over the limit and by her own admission distracted. County officials clarified that even though they would pay for Coppedge's funeral, that didn't mean they admitted any liability for the death.
