Less-than-lethal force

Veteran Zachary complained to the VA of disturbing nightmares. The VA turned and called the police, mentioning that Zachary owned weapons. Eight officers felt in danger when they arrived although Zachary showed he had no weapons and asked them to leave, so officers shot him with two bean-bag rounds. He went down and died two days later from internal bleeding.
