Following a two-car accident at 3:16 p.m., Leonel Chavez allegedly got out of his car and spoke with the other driver. When CHP arrived, the officers attempted to use a stun gun on Chavez. When the attempt failed, Chavez reportedly moved toward the officers, and Officer Daniel Castaneda shot and killed him.
