Kyle Barker was crossing a Tempe street in the early morning when he was fatally struck by a other driven by officer William Cullins. Cullins' car reportedly was traveling at up to 95 mph as he was responding to a crime call. Barker had a blood-alcohol level of 0.18. Cullins was suspended without pay for one month, issued a speeding citation and ordered to attend a driver training course taught by an instructor from the state's police certification agency. The Tempe City Council approved a $1.35 million settlement.
