Less-than-lethal force
Police responded to a prowler call and was told by a woman that Kevin L. Ellis was "acting erratically" and that he had gotten into her car with her. They report that "maybe he was talking to himself " and that "he resisted a little bit" while removing him from the car. He was drive-stunned and handcuffed, at which time officers "noticed he was not breathing." An autopsy found Ellis died from accidental methamphetamine intoxication.
